The ROC constitution was written in China in 1946 and subsequently imposed on the Taiwanese people. It has never been subject to a popular vote. Taiwan&#039;s semi-presidential system is a result of the KMT&#039;s 38 years of martial law. Timor Lorosae as totaly the same kind of organization.
