Anything the LDP can do to reduce it will help, since it will maximize the effectiveness of its (and Komeito&#039;s) organized voters, including koenkai, business and professional associations, and religious groups.  Whatever else you can say about Aso&#039;s tactical smarts (perhaps not much...), he is doing what he can in raising doubts about DPJ leaders and policies, not to mention scheduling on the last Sunday that beaches are open and in the midst of typhoon season.</description> <content:encoded><![CDATA[<p>The key to this election is going to be turnout.
