Is it emission intensity or energy intensity?
They two can be quite different.
As the article pointed out, the 40-45% reduction by 2020 over 2005 China announced at Copenhagen is emissions intensity.
The comparison between 2005 and 2009, however, is energy intensity.
The same amount of ennergy can have different composition of emission intensity, eg hydro, nuclear versus coal power.

It appears that there is some confusion in terms of China’s target:

Is it emission intensity or energy intensity?

They two can be quite different.

As the article pointed out, the 40-45% reduction by 2020 over 2005 China announced at Copenhagen is emissions intensity.

The comparison between 2005 and 2009, however, is energy intensity.

The same amount of ennergy can have different composition of emission intensity, eg hydro, nuclear versus coal power.
